In the absence of any of the conditions specified above the Senior Master or the Master of the Rolls, as the case may be, may refer the matter to the Official Solicitor for investigation and report. On receipt of the request the court officer will submit the same to a Master in the Royal Courts of Justice or to a District Judge elsewhere, who may direct that the request be complied with. An application notice under paragraph 4A.2(2) or paragraph 4A.3(2)(b) must identify the document or class of document in respect of which permission is sought and the grounds relied upon.
