This normally meant that the first couple of rads on the system closest to the boiler would have the temp set low (but actually the rads were still plenty hot enough) and the rads furthest away from the boiler would have their temp set higher. take the top and align it to the "Hot" position and then squeeze the two parts together between your palms. I updated an old TRV3 many years ago by using the TRV4C conversion kit including replacing the black plastic locating ring fitted in the top of the body with the support ring in the pack.

I had the same problem, what I did was compare target to current once the system has been running for some time, if target is below current then close the lock shield a little, and if target is above current then open the lock shield a little. If it does stick down and tapping doesn't work, try gripping the end of the pin with a pair of pliers and work it up and down a few times.
