Because when "4K" was new to the consumer market, people would ask: " What's 4K?", and usually the response was " it’s four times as many pixels as 1080p". Unfortunately most people misinterpreted this and assumed that the "4" in "4K" actually stood for "how many times 1080p" the resolution was, and since 2560×1440 is popularly known as being "twice as many pixels as 1080p" (it's 1.77 times, but close enough), some people decided to start calling it "2K", and other people heard that and repeated it. In the charts above, the naming convention is made pretty clear, though it's not without its inconsistencies. For example, every 6:5 format has a far lower horizontal pixel count than its name suggests since these formats are intended to be used with anamorphic lenses, and the images will have a wider horizontal pixel count once they are de-squeezed. There are other minor oddities like 5568×3160 being classified as 6K while 5632×2948 is classified as 5.5K, but this is somewhat expected since this naming convention does not have any "official" set of rules for determining names, it's all just convention-based. I would say is that it seems unwise to use a chart like this to dictate your project’s resolution instead of basing it off of your acquisition specs. As an example, let’s say I’m shooting with an Ursa 12K and I want to frame for and generate a 4:3/1.33:1 master. Using this chart, I would want to set my project’s resolution to 12288 x 9216, right? Well, the problem there is that the Ursa 12K’s sensor isn’t able to acquire in that resolution. Its full frame acquisition format is 12288 x 6480, so if I set the project’s resolution to 12288 x 9216 then I would have to crop and scale the 4:3 centre of the Ursa’s sensor to fit that resolution. That doesn’t really add detail though, and it would add a ton of computational overhead and storage bloat, so it would make a lot more sense for the “12K 1.33:1” preset to be something around 8618×6480—the 1.33:1 crop from the 12288×6480 sensor. If I had to sum up what I'm trying to say, you're perfectly right in everything you say, but only as a simplification of terms for the general TV consumer, when it comes to the actual industry, and Cinema standards, saying True 4k to anyone who is in the industry or anyone who is a film fanatic will likely know that it's 4096x2160. People who think consumer TVs don't have "real 4k" are just dumb and shouldn't be even remotely compared to people in the industry who will tell you that True 4k is 4096x2160. pixels is the resolution for 8K. As for 8K UHD resolution displays, they have an aspect ratio of 16:9. All digital displays or images with a width or higher pixel value of approximately 8000 pixels have an 8K resolution. At this level of resolution, the naked human eyes will not be able to notice the individual pixels at all and the display looks very clear as no dots are visible to the eyes.
