And the vast majority of officers do their work with a strong sense of fairness and duty. But as I have said before, the good work of the majority threatens to be damaged by a continuing series of events and revelations relating to police conduct.

Retired Major General Clive (Chip) Chapman spent decades as a paratrooper, battlefield commander, instructor, and served as the British Defense Ministry’s head of counterterrorism. He also served a stint as Britain’s senior military adviser to U.S. Central Command. So, the first thing is that it puts everything in eastern Ukraine in range because the range is 150 kilometers. I want to ensure that the systems and processes that deal with misconduct by police officers are robust, independent and transparent to the public. In July, I commissioned Major-General Chip Chapman to review the police disciplinary system. His report has been completed and I will consult on his recommendations for wide-ranging reform shortly. That consultation will also include proposals to fundamentally reform the police complaints system and further protections for police whistleblowers. On 22 July, I informed the House that I intended to reform elements of the police disciplinary system to improve transparency and justice and to strengthen protections for police whistleblowers. Today, I am launching a 6-week public consultation on these measures. Subject to the consultation, I intend to implement these measures before the end of this Parliament. What is currently available?

Chapman: I think you will at some stage. Like all these things, we've really gone through a four-phase cycle -- and this really came from the Ukrainian defense minister -- where any weapons system, there's always a “No,” then it's “Look at the technical feasibility” in phase two, then it's phase three, “Let's train them on it.” Then phase four, “Let's give it to the Ukrainians.” Chapman spoke to RFE/RL’s Georgian Service ahead of the one-year anniversary of the Russian invasion about whether Kremlin war planners’ apparent attrition strategy can work, Moscow’s “deep battle” for territory and Ukrainian minds, how Ukraine might win the war, and the “realism” of Russia’s neighbors. This government has carried out a radical programme of reform of the policing landscape. We have given chief constables greater operational independence, by scrapping national targets, whilst at the same time strengthening local accountability to the public through the creation of directly-elected Police and Crime Commissioners (PCCs). We have reformed police pay and conditions, established the College of Policing to improve police standards and beefed up the Independent Police Complaints Commission to take on all serious and sensitive cases. Crime has fallen by a fifth under this government, according to the Crime Survey for England and Wales. That therefore limits your tempo of operations -- it slows it down in sustainment and availability terms of logistics, artillery, ammunition, and the like. So, I think it's going to be almost up there as one [example] of that dreadful phrase...“it's a game changer.” To introduce greater independence into the way police disciplinary hearings are conducted and ensure judgements are legally sound, I am consulting on the introduction of legally qualified chairs to conduct police disciplinary hearings.
