Like he keeps acting as if it's already illegal when there is no law saying that they can't summon and kill monsters. If it's how humanity used the system that caused the problem, then teaching humanity is how to prevent it. There are obviously significant difficulties attached to using not one, but two incredibly complicate MC seems clear headed and knows exactly what to do however I imagine someone in his situation may have more internal doubts and would think of other possible avenues to achieve the same result.
